25 | Licensing Program Analyst (LPA) Deanna Villagrana met with licensee Argelia Vargas for a required three year visit. LPA explained the nature of today’s inspection to her. Present were licensee and two day care children. Days and hours of operation are Monday to Friday, 7:00am to 5:00pm. The adults that reside in the home are licensee, her adult son and a renter who rents out the garage and lives with their 12, 11, and 6 year old child.
A review of staff records on 02/28/2024 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Argelia Vargas was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
LPA toured the indoor and outdoor areas of the home during today’s inspection. LPA observed that the home is clean and orderly, with heating and ventilation for safety and comfort of the children. LPA observed the home did not look like the facility sketch. A wall has been removed between the living room and the kitchen. The kitchen and dining room was moved to a new area removing the fireplace. LPA requested to see permits obtained to the changes made. Licensee stated she did not obtain permits because it was to expensive. Licensee failed to notify the Department of changes. LPA observed a razor, toothpaste, lotions, body wash and other personal hygiene items under the bathroom sink used by children. Licensee stated her son has weapons in the home but did not have access to them. LPA was able to verify ammunition was stored separately from weapons in a locked safe. LPA observed the last fire drill was conducted on 02/15/2023. LPA observed one dog in the home and licensee states dog is vaccinated. LPA observed licensee has a current CPR and First Aid certification expiring 01/13/2026 and completed Mandated Reporter training on 08/27/2023. |
