13 | On August 27, 2026, Licensing Program Analyst (LPA) Marilou Monico made an unannounced follow-up Complaint Inspection and to deliver investigation findings. LPA met with Site Director, Chinlan 'Jina' Wang, and explained the nature of today's visit. LPA toured the facility and interviewed staff.
During the investigation process, LPA conducted observations, interviewed staff and children, reviewed records, and obtained copies of relevant documents.
Based on interviews, staff reported that they primarily use verbal communication and redirection as their methods of disciplining children. Staff reported that when a child is not listening or not behaving during nap time, there are occasions when the child is temporarily separated from the napping group and placed in a supervised area within the classroom, where staff maintain continuous visual oversight to minimize disruption to other resting children while ensuring the child remains safe and supervised. Additionally, staff stated that interactions between staff and children are calm, respectful, and consistent with the facility’s expectations for communication. Staff reported that they do not use language or tone that is demeaning, harsh, or otherwise inappropriate. If a child requires assistance while a staff member is occupied, the staff member will acknowledge the child’s need and either ask the child to wait momentarily or request support from another available staff member to ensure the child’s needs are addressed appropriately.
