On 09/08/2026, Licensing Program Analyst (LPA) Barnes conducted an unannounced complaint investigation at the facility. LPA met with the Director Chinlan Wang, explained the purpose of the visit, and was granted access to the facility. Present during the visit were the Director,9 staff, and 33 children. It was alleged that a staff handled a daycare child in a rough manner near a classroom close to the front office.
LPA toured the interior and exterior of the facility, observed staff and children, interviewed staff, children and parents, reviewed records, and obtained documentation. All staff interviewed, children and parents denied the allegation. LPA reviewed the facility’s discipline policy, which prohibits punishment. During the site visit, LPA did not observe any conduct resembling the allegation.Based on LPA’s observations, record reviews, and interviews which were conducted, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur, therefore the allegation is UNSUBSTANTIATED. A notice of site visit was given and must remain posted for 30 days. Appeals rights provided. Report was reviewed with Director Chinlan Wang.--END OF REPORT ----- |
