On 10/27/2021 at 10:15am, Licensing Program Analyst (LPA) Jaime Snow & IB Investigator Juan Barajas conducted a case management and met with the licensee, Mary Schlapia. The visit was conducted as a follow up to the case management on 10/18/2021. On 10/18/21 the licensee was interviewed and stated she had 7 children in care on 10/15/21 (C1 – C7). A copy of the roster was received on 10/22/21. Upon review of the roster, it was found that 3 of the 7 children in care (C1, C2, C3) were under the age of two, and the licensee was operating out of ratio. The licensee said she was trying to help out some parents who couldn't find care.
On 10/21/2021 parents and witnesses were interviewed. W1 and W2 both stated that they have observed the licensee asleep during child care hours, and when children are in care. W1 observed children in the backyard while the licensee was asleep on the couch, and W2 observed the children in the living room while the licensee was asleep on the couch. W3 stated in an interview that the licensee has nap time. The licensee said she has 'dozed' a few times and was able to hear and respond because she was not fully asleep.
The following violation of the California Code of Regulations, Title 22; Division 12, was observed: see LIC 9099D. Reports citing Type A violations are to be provided to parents/guardians of children currently in enrolled and to parents/guardians of children newly enrolled at the facility during the next 12 months. Parents/guardians must sign Form LIC9224 to be kept in each child's file. Notice of Site Visit shall be posted for 30 days from today’s visit.
