On 7/16/26 at 10:45am, Licensing Program Analyst (LPA) Nicolette Cunningham conducted an unannounced complaint inspection and met with licensee Ronya Merel. It was alleged that the licensee inappropriately handled her biological child, staff inappropriately handled the licensee’s child, and licensee uses inappropriate language when communicating with her child while in front of daycare children.

The licensee was interviewed on 5/1/26 at approximately 11:55am. and denied the allegations. The licensee stated that children are always treated with respect, neither she nor any staff handle children inappropriately, and that she consistently uses appropriate communication with children. The licensee stated staff care for all of the children and always try to create a positive environment.

Three staff members, two parents, one witness and five children were interviewed on 4/24, 5/1, 5/22, and 7/16/26. The information provided was inconsistent, with some describing positive interactions and others reporting concerns, resulting in conflicting accounts.

On 5/1/26 and 7/16/26, LPA observed the licensee and staff communicating and handling children in an appropriate manner.

Although the allegation may have happened or is valid, there is not a preponderance of the evidence to prove that the alleged violation occurred, and the findings are unsubstantiated.



Exit interview conducted and report was reviewed with licensee, Ronya Merel. Appeal rights were provided.

A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
