25 | An unannounced annual/random inspection was made to the facility by Licensing Program Analyst (LPA), Cindy Castro. LPA met with Hillary Fonseca Licensee (L1). There are currently three adults living in the home. L1 was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Childcare Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
During the inspection the home was toured inside and outside. The licensee (L1) was supervising five children and operating within the licensed capacity and ratio requirements. The facility’s operating hours are 8:00AM to 5:30PM, Monday–Friday and closed every other Friday. The floor plan submitted by the licensee was reviewed and verified. The off-limits areas of the home are the entire second floor of the home, pantry on the first floor and the right side of home in the backyard these were made inaccessible by door latching devices and children's safety gates. The on limits areas included the family/living room, dining room, kitchen, hallway bathroom and a section of the back yard. The stairs/staircase were barricaded by a child safety gate. The home was at a comfortable indoor temperature. There were safe toys and equipment available for children. There is a spa located in the section of back yard that is inaccessible to children. The spa has a cover locked on all four corners. There is a working telephone in the home. Items which could pose a danger to children (detergents, cleaning compounds, and medications) were stored out of the reach of children. Licensee stated that poisons are stored in backyard shed that is locked. There is a working smoke detector, carbon monoxide detector and fire extinguisher rated at least 2-A, 10: BC that is in working condition. Last emergency drill documented was on 10/17/24. Licensee stated that there are no firearms or weapons in the home, none were observed during today’s inspection. Three child files were reviewed and current. LPA reviewed roster and it was current. Licensee’s mandated reporter training certification expires 01/26/25. Licensee’s CPR/First Aid expires 01/15/25. (Continue to LIC 809-C)
