L1 and D1 denied the allegations. L1, D1 and staff (S1-S5) stated that the center serves children breakfast, lunch and afternoon snack and that food is not withheld from any child for any reason. The only time a child does not eat is when they refuse to eat and staff sits with the child and encourages them to eat. D1 and S1-S5 stated they check children’s diapers at a minimum of every 2 hours. L1, D1 and S1-S5 stated that children are never left alone in the office. Children may be separated from the other children if they are having a tantrum but they are usually not taken to another room. If a child needs extra space to calm down, staff may sit with the child in a separate room or the office until they calm down, but the child is never left without supervision.

Parent interviews (P1-P7) revealed no concerns over staff withholding food from children or their children’s diapering needs being met. P1-P7 stated they had never seen or heard of a child being left alone in the office.

Interviews with children (C1-C5) did not reveal that staff withheld food from them, that their diapering needs were not being met or that they had ever been left alone in the office.

On 04/28/26, LPA observed on the facility’s Brightwheel app that staff log what food the children eat throughout the day.

Based on the information gathered during this investigation, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the allegations occurred and therefore are determined to be unsubstantiated. There were no Title 22 deficiencies cited. This report was reviewed and discussed with the Director, Janice Crane. Appeal rights were provided. Notice of site visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
