32 | Based on observation, staff and parent interviews, the classroom identified as the “Twos Classroom” meets the preschool age ratio of 1:12; however, the children’s needs are not being met due to diapering, potty training while also attempting to manage socialization and behavioral challenges. There were two identified teachers assigned to the “Twos Classroom,” and Floaters, Substitutes or Administration would sometimes assist when they can; however, it was not consistent or constant. Additionally, during diapering, when one teacher changes a child’s diaper, and although the teachers have visual supervision of the children and were within ratio, there is an inability to respond to active children, behavioral challenges, or incidents between children and the level of care is reduced. This poses a potential risk to the health, safety and personal rights of children in care. Therefore, the allegation is SUBSTANTIATED.
On 08/10/2026, this facility reorganized the preschool classrooms, separating the “Twos Classroom,” into two independent classes; the “Twos Classroom will include children that are recently turned two years old, and the “Early Preschool Classroom” will include children that are being potty trained. They will transition classes based on age, potty training, and development; however, the classrooms may still operate 1:12 ratio.
An exit interview was conducted with Director, Sonja Stephens. Per California Code of Regulations, Title 22, Division 12, Chapter 1, a Type B citation will be issued for violation of CCR 101229(a) as a result of substantiated allegation. A copy of this report and Appeal Rights were provided and discussed. A Notice of Site Visit was given and will be posted for 30 days.
