On 07/20/2026, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced complaint inspection to provide findings for the above allegation. LPA met with Director, Alicia Tovaraz. LPA explained the allegations, toured the facility, and a census was taken.

This agency investigated the complaint alleging that, "staff yelled at child," and, "staff handled child in a rough manner." During the course of the investigation, LPA reviewed facility records, observed each of the preschool classrooms, intereviewed daycare staff, children, and parents. Interviews and the information obtained did not corroborate allegations. LPA was unable to gather sufficient evidence to determine that there was staff yell at children or handle them in a rough manner. Additionally, LPA observed the children in the classrooms were treated respectfully. Although these allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations occurred; therefore, the allegations are UNSUBSTANTIATED.
