13 | On 07/20/2026, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced complaint inspection to provide findings for the above allegation. LPA met with Director, Alicia Tovaraz. LPA explained the allegations, toured the facility, and a census was taken.
This agency investigated the complaint alleging that, "children sustained injuries due to staff neglect or physical abuse." During the course of the investigation, LPA reviewed facility records, observed the infant classroom, intereviewed daycare staff and parents. Interviews and the information obtained did not corroborate allegations. Although an infant may have been injured while in care, LPA was unable to gather sufficient evidence to determine that it was due to staff neglect or physical abuse. Additionally, LPA observed the infants in the classroom were treated respectfully, were comforted and staff was attentive to the infant's needs. Although these allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation occurred; therefore, the allegation is UNSUBSTANTIATED.
