13 | On 07/20/2026, Licensing Program Analyst (LPA) Valerie Mireles conducted an unannounced complaint inspection to provide findings for the above allegations. LPA met with Director, Alicia Tovaraz. LPA explained the allegations, toured the facility, and a census was taken.
This agency investigated the complaint alleging that, "staff speak inappropriately to day care children," and "staff handle day care children in a rough manner." During the course of the investigation, LPA reviewed facility records, observed the classroom, intereviewed daycare staff and parents. Interviews and the information obtained did not corroborate allegations. LPA was unable to gather sufficient evidence to determine that the staff speak to the infants inapprorpiately or handle them in a rough manner. Additionally, LPA observed the infants in the classroom were treated respectfully, comforted and staff was attentive to the infant's needs. Although these allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations occurred; therefore, the allegations are UNSUBSTANTIATED.
