13 | On 09/21/2026, Licensing Program Analyst (LPA) Jeovanna Yanez conducted an unannounced complaint inspection. The purpose of the inspection was to deliver investigation findings for the above allegation. LPA met with Licensee, Dalila Ruelas-Vargas, and a census was taken.
During the course of this investigation, LPA made observations at the facility, reviewed pertinent records and conducted interviews with staff. This agency has investigated the aforementioned allegation. Interviews and observations revealed inconsistencies. Although LPA obtained timesheets indicating the facility was operating over capacity, LPA did not observe the facility operating over capacity during the two inspections conducted nor did LPA observe any other dates where Licensee is over capacity. During interviews, LPA reviewed Licensee’s roster and children’s schedules with Licensee, which did not corroborate with Licensee operating over capacity. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove any violations occurred; therefore, the above allegations are UNSUBSTANTIATED.
