On 07/01/2026 Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced inspection of the Child Care Center (CCC) to deliver findings regarding the allegation noted above. LPA met with Kris Picard, Director of the CCC, and explained the purpose of the inspection. LPA in the company of the Director toured the interior and exterior of the CCC. LPA notes thirty-four (34) children are in care at the time of the inspection, along with six (6) staff providing care and supervision.

The investigation included two unannounced inspections, record reviews, and interviews. Interviews were conducted with the reporting party, CCC staff, and parents of children currently and formerly enrolled. LPA notes children in care were not interviewed as part of this investigation.

Interviews and documents reviewed did not corroborate the allegation noted above. LPA interviews found that children’s health, safety, and personal rights are maintained at all times while in care.

LPA interviews found that the CCC works with Applied Behavioral Analysis (ABA) Therapists and Speech Therapists for specific children. LPA interviews found that CCC staff adhere to Therapists directions/instructions to meet the needs of children in care.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove that the alleged violation did or did not occur, therefore, the allegation is UNSUBSTANTIATED.

An exit interview was conducted with Director, Kris Picard. Director was provided with Appeal Rights (LIC 9058) and a Notice of Site Visit (LIC 9213). Notice of Site Visit must be posted for 30 days or a civil penalty of $100 may apply.
