On 07/16/2026 Licensing Program Analysts (LPAs) Dana Santiago and Ashley Hollinger arrived unannounced to deliver the findings to the above allegation and met with Assistant Director Maliya Manning. Present in care were 15 preschoolers with additional 2 staff members. During the investigation LPA Santiago conducted interviews, reviewed center documentation regarding the allegation and did a walk through of the center.
During the investigation LPAs conducted multiple interviews. Based on interviews conducted it is determined that Staff speaks to day care children in an inappropriate manner. It was revealed in multiple interviews that the tone of S1 to children in care was heard to be verbally aggressive.
The preponderance of evidence standard has been met, therefore this allegation was found to be SUBSTANTIATED. Title 22, Section 101223(a)(2) was cited during today's visit. See LIC9099-D for one Type B citation.
