CCR 101238(a)(1) — (a) The child care center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors.

“Based on observation and interview, facility did not ensure center was free from cock roaches and clean, safe, and sanitary at all times. Cock roach infestations can cause health hazards. This poses an immediate risk to the health, safety, and personal rights of children in care.”
