CCR 102423(a)(1) — Personal Rights (a) Each child...shall have certain rights...(1) To be treated with dignity in his/her personal relationship with staff and other persons.

“Based on interviews the licensee did not ensure children were treated with dignity and respect. Adults providing care for children had a verbal altercation in front of children that caused fear and sadness. This poses an immediate Personal Rights risk to children in care.”
