“Based on interviews and LPA's observations the Director was by herself with children. LPA observed children awake, of them walking around. Per administrator and Director the opening teacher was off at 12:30 pm and the next teacher would arrive at 1:30 pm. This poses an immediate risk for the health and safety of children in care.”
