“Based on interviews, three individuals reported witnessing (S1) using inappropriate or demeaning language when speaking to children regarding the children’s perceived abilities, which violates the children’s Personal Rights to be free from humiliation and verbal abuse, which is a potential health, safety and personal rights risk to children in care.”
