Delaware publishes only visits where a regulation was cited, plus complaint investigations. Visits that found no violations do not appear in the state's data, so a gap between dates here does not mean the program went uninspected. Delaware does not publish a severity weight for its citations.

Violations
Text reproduced verbatim · Delaware Office of Child Care LicensingNearly every licensed provider accumulates some. A missing signature and an unlocked medicine cabinet are both “violations”, and they are not the same thing. Look at the class, the pattern over time and how quickly it was corrected — not the count alone.
Class is our grouping of the state’s own weights, reviewed per state. The agency’s own label is always shown beside it.
“On August 13, 2026, the Office of Child Care Licensing (OCCL) received a complaint alleging a lack of supervision, children playing in unlicensed areas, children being left with a potentially unapproved person, inadequate supervision, improper procedures during swimming, improper use of safety restraints during transportation, failure to respect children s needs during toilet training, use of a potty chair outside the bathroom, improper use of screen time, and failure to follow the termination policies in the parent handbook. An investigation was conducted on August 21, 2026. Based on the interviews conducted during the investigation this complaint is substantiated for leaving a child with an unapproved person because Provider #1 stated the family was late picking up Child #1 and Provider #1 needed to leave, so Child #1 was left with Relative #1 briefly until Parent #2 arrived. Provider #1 stated Relative #1 was not physically impaired and could provide proper care for the children. Relative #1 had completed a comprehensive background check and was determined eligible but did not have a health appraisal on file. Provider #1 stated moving forward Relative #1 will not provide care for the children and will have a health appraisal completed. This complaint is also substantiated for use of potty chairs outside of the bathroom because Provider #1 stated the potty chairs were sometimes used in the hallway outside of the bathroom, but noted the children had privacy. Based on the interviews conducted and the documents collected during the investigation, there is no evidence to substantiate the allegation that the termination policies in the parent handbook were not followed. Provider #1 stated Parent #1 withdrew their children from the program. Provider #1 stated a text message was sent to Provider #1 on December 4, 2025, stating that the children would not return. Based on the interviews conducted during the investigation, there is no evidence to substantiate the allegation that children played in unlicensed areas without supervision. Provider #1 and Assistant #1 both stated the children did not go upstairs alone. Provider #1 stated that the children went upstairs with Provider #1 to visit the pet bird, but never went upstairs without qualified, adult supervision. Based on the interviews conducted during the investigation, there is no evidence to substantiate the allegation of inadequate supervision or improper procedures during swimming. Provider #1 and Assistant #1 both stated they were in the pool and remained within arm s reach of the children during swimming activities. Provider #1 noted if Assistant #1 was in the pool with the children, they sometimes sat on the outside of the pool but remained available. Provider #1 also noted all children wore life vests while swimming. Based on the interviews conducted during the investigation, there is no evidence to substantiate the allegation regarding the improper use of safety restraints during transportation. Provider #1 and Assistant #1 stated they did not provide transportation during child care hours. Provider #1 and Assistant #1 stated children rode in Provider #1 s vehicle during a family outing to an amusement park on a weekend, and this was not part of licensed care being provided. Provider #1 stated the children wanted to ride with Provider #1, and their parents installed the car seats in Provider #1 s vehicle. Based on the interviews conducted during the investigation, there is no evidence to substantiate the allegation that the children s needs were not respected during toilet training. Provider #1 and Assistant #1 stated Child #1 was not ready for toilet training and did not show an interest in using the potty chair or toilet, noting Child #1 did not let them know when they needed to use the bathroom, and stating Child #1 had accidents frequently while wearing underwear and was changed as needed. Based on the interviews conducted during the investigatio n, there is no evidence to substantiate the allegation of improper use of screen time. Provider #1 and Assistant #1 stated that the television was used to play music and songs during the day and at nap time, and denied showing any shows or movies to children that were not educational or appropriate.”
