Source: Delaware Office of Child Care LicensingRecords held from Sep 27, 2021 onward. Earlier visits may exist in the agency’s own files.
Delaware publishes only visits where a regulation was cited, plus complaint investigations. Visits that found no violations do not appear in the state's data, so a gap between dates here does not mean the program went uninspected. Delaware does not publish a severity weight for its citations.

Violations
Text reproduced verbatim · Delaware Office of Child Care LicensingNearly every licensed provider accumulates some. A missing signature and an unlocked medicine cabinet are both “violations”, and they are not the same thing. Look at the class, the pattern over time and how quickly it was corrected — not the count alone.
Class is our grouping of the state’s own weights, reviewed per state. The agency’s own label is always shown beside it.

“On February 29, 2024, the Office of Child Care Licensing received a complaint regarding incorrect staff-to-child ratio, unqualified staff alone with children, and inappropriate care of children. An investigation was conducted on March 6, 2024. Based on the results of this investigation this complaint is substantiated for incorrect staff-to-child ratios because attendance documents from the week of February 26, 2024, showed several infants who were present in the building but not signed into the opening classroom on multiple days during that week. Also, both the center administrator and Staff #3 stated infants are not being signed into the opening classroom. There is no evidence to substantiate unqualified staff are being left alone with children because all four staff who were interviewed stated they have never observed an unqualified staff member alone with children. There is no evidence to substantiate inappropriate care of children because all four staff who were interviewed stated they have never observed children being allowed to cry or forced to sit against the wall in the lobby area. An additional concern is children s attendance is not being properly documented because staff are not signing infants into the opening classroom. Non-compliance Cited: Reg #43 Ensure children s attendance includes exact arrival and departure times. Attendance documents from the week of February 26, 2024, show several infants were not signed into the opening classroom on multiple days throughout the week. Send two weeks worth of attendance documents to OCCL by April 8, 2024. Reg #27 Ensure the staff-to-child ratio for infants is maintained at all times. “On May 5, 2023, the Office of Child Care Licensing (OCCL) received a complaint regarding center staff not following proper diapering procedures, lack of sanitation, improper discipline, incorrect staff-to-child ratio, lack of supervision, infants in confining equipment, lack of interactions with children, insufficient supplies for children, and required activity areas not being present in the infant and toddler classrooms. An investigation was conducted on May 8, 2023. Based on the results of this investigation, this complaint is substantiated for infants left in confining equipment because the center administrator stated infants are sometimes left in car seats. This complaint is also substantiated for improper staff-to-child ratios because attendance records from the week of May 1, 2023, show the infant and toddler classrooms out of ratio and the toddler room exceeding the maximum group size on multiple occasions. There is no evidence to substantiate this complaint for improper discipline because the administrator and all staff interviewed denied observing any staff using an inappropriate tone or improper discipline. There is no evidence to substantiate staff are not following proper diapering procedures because LS Flowers observed staff diapering children appropriately. There is no evidence to substantiate a lack of sanitation in the center because LS Flowers observed classrooms and materials to be clean and sanitary. Staff interviewed stated soiled toys are sanitized daily. There is no evidence to substantiate a lack of supervision because Staff #1 and Staff #2 both denied turning their backs to children when changing diapers and denied ever leaving the classroom unattended. There is no evidence to substantiate a lack of interactions with children because Staff #1 and Staff #2 both denied observing any other staff member not appropriately engaging with the children in care. There is no evidence to substantiate classrooms do not have sufficient supplies or all req uired activity areas because LS Flowers observed the classrooms to have sufficient materials as well as a sensory area and library with books. There is no evidence to substantiate the children are blocked off from areas of the classroom because LS Flowers did not observe the classroom to be blocked off and Staff #1 and Staff #2 both denied this occurs.
