Inspection history
Source: Delaware Office of Child Care LicensingRecords held from Sep 27, 2021 onward. Earlier visits may exist in the agency’s own files.
Delaware publishes only visits where a regulation was cited, plus complaint investigations. Visits that found no violations do not appear in the state's data, so a gap between dates here does not mean the program went uninspected. Delaware does not publish a severity weight for its citations.

Violations
Text reproduced verbatim · Delaware Office of Child Care LicensingNearly every licensed provider accumulates some. A missing signature and an unlocked medicine cabinet are both “violations”, and they are not the same thing. Look at the class, the pattern over time and how quickly it was corrected — not the count alone.
Class is our grouping of the state’s own weights, reviewed per state. The agency’s own label is always shown beside it.
“Ensure all staff files are complete. Staff #1 needs OCCL Health and Safety training. Staff #2 and #3 need CPR/FA.”
“On November 13, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding failing to use positive behavior supports and failing to provide an injury/incident report. An investigation was conducted on November 20, 2025. Based on staff interviews and the videotape viewed by the owner and administrator and described to the licensing specialist, this complaint is substantiated for failing to use positive behavior supports. The administrator stated the video showed Staff #1 grabbed Child #1 by the face. The center acted quickly to remove Staff #1 from the center and then terminated Staff #1's employment. Based on interviews and documentation collected, there is no evidence to substantiate the complaint for failure to provide an incident accident report. The center gave the incident report to the parents based on the information they had at the time. The parents refused to sign the report because they believed it was inaccurate. The center met with the parents and listened to their concerns. The parents were informed that the staff member s employment was terminated.”
“Bathroom sink handle needs to be repaired between the three's and four's classroom.”
“Renewal application must be turned in 60 days prior to the license expiration date.”
“On May 8, 2025, the Office of Child Care Licensing (OCCL) received a complaint regarding improper discipline, cell phone usage while caring for children, not following regulations regarding sleeping equipment, denying water to children, and not making employee policies available to staff members. An investigation was conducted on May 9, 2025. This complaint is substantiated for cell phone use while caring for children. The administration stated Staff #1 was using their cell phone while caring for children and gave Staff #1 a verbal warning. After interviewing administration and staff and observing the classrooms, there is no evidence to substantiate this complaint for not following regulations regarding sleeping equipment, denying water to children, and not making employees policies available to staff. Sleeping equipment was labeled by name or number and cot lists were available. Water pitchers and cups were available in each classroom. The center policies are implemented during new staff orientation and reviewed during staff meetings. An additional concern noted at the visit was Staff #1 was heard speaking inappropriately and disrespectfully to a child and other staff. Staff #1 s employment was terminated by the administration.”
“Ensure staff files are complete. Staff #1 needs health appraisal and TB results.”
“Ensure child files are complete. Child #3 needs blood lead results. Child #20 needs an updated health appraisal.”
“Ensure Faithful Fours sink is in good repair. Send photos to OCCL when sink is in good repair (not leaking).”
“Ensure staff have completed the Health & Safety Training for Child Care Professionals. Please send copies of completed OCCL Health & Safety Training for Staff #1, #2, #3, #4.”
“Ensure children's files are complete. Please send in documentation for the following items: Child #11 - current immunizations. Child #1, #5, #9, #11, #12, #13, #14, #15 - Blood Lead Screening results”
“Ensure sleeping accommodations are being followed. Please send a picture of stored cots without sheets for following classrooms: Little Blessings, Vic Blue, Vic Pink, Bigger Blessings, Delightful 3's.”
“Ensure all staff files are complete. Staff #8, #13, #15, and #16 need CPR only. Staff #16 and #18 need administration of medication. Staff #14 needs an orientation, two reference letters, a health appraisal with TB, release of employment history, and service letters.”
“Ensure all families sign the parents right to know log.”
“Ensure all child files are complete. Child #6 and #14 need blood lead screening results. Child #20 needs a current health appraisal with immunizations.”
“Ensure all to children hazardous materials are stored inaccessible or in a locked cabinet. Chemicals were in an unlocked cabinet in the Mighty Wings classroom.”
“Obtain trash can with lids for three classrooms. Corrected at visit.”
“Ensure gate leading out of the playground to second building is repaired. Gate is hanging off hinge and dragging on ground. Remove weeds from playground.”
“Ensure all rest equipment is labeled. Faithful Fours need rest equipment labeled.”
“Ensure to submit renewal application at least 60 days prior to license expiration date. Application was received on July 8, 2022.”
“On March 7, 2022, OCCL received a complaint regarding an allegation of improper discipline. An investigation was conducted on March 9, 2022. This complaint is substantiated for improper discipline because the staff member admitted to pulling the child by the shirt to direct him to return to his nap cot and the specialists observed this action on video provided by the center.”
