A missing signature and an unlocked medicine cabinet are both “violations”, and they are not the same thing. Look at the class, the pattern over time and how quickly it was corrected — not the count alone.

“Records were evaluated for eleven children enrolled and the following was determined: One child enrolled needed emergency care information such as physician/hospital name, address, and phone number. One child enrolled needed authorization for emergency medical treatment. Four children enrolled were missing the admission date. Three children enrolled need updated immunization records.”
“During today's inspection a five month old was provided a bottle while sleeping in a crib.”
“Upon arrival I entered the daycare room and observed a caregiver seated on one side and an infant asleep in a crib on the opposite side. A wall between them obstructed the caregivers view of the infant.”
